Humanitarian Legal Assistance Foundation (HLAF) conducted a meeting with law students to get more information on the current status of the HLAF program. As per their first orientation, it is explained that the foundation’s program is all about the legal aid clinics in schools that can have their jail decongestion program.
The goal of the meeting is to identify the meaning of the said initiative to the Humanitarian Legal Assistance Foundation (HLAF) and University of San Carlos (USC) partnership. According to the interpretation of the students, the purpose of the program is to extend assistance to PDLs, especially those PDLs who have infants, for case follow-ups and its procedures. most of the PDLs only understood what the crime committed is, but not the whole process. The real purpose is also to educate these persons on the process itself as well as how the judicial system of the Philippines operates.
Some students are tasked to do the case consultation. In this task, they were able to apply the things they have been taught such as practical court proceedings and conducting case interviews. It was very realistic as described by one of the law students because it is no longer a theoretical situational as this involves the line of PDLs. Noticing the PDLs eagerness to learn is also seeing that there is a real gap, there is a yearning to learn, the fact that the PDLs were taking down notes, trying to share them with their seatmates, and then during the case interviews they were also asking for clarifications on what has been discussed.
The immediate relief that the program can give is a little bit of joy and the feeling of being heard, especially during case consultation – even though the crime they are committed are quite heavy. Making the interview sessions for the PDLs who committed heinous crimes is challenging as the law students should try their best to make the consultation lighter and make them feel that they are still human even though they have been deprived of many rights as ordinary people enjoy, and even take advantage.
For the program to be more effective, the students suggested improving the follow-ups and the response rates of courts. However, it is beyond their control. Another suggestion was to find out the response rate of courts. This will be done by counting the responses received, regardless of whether the courts reply or not.
