CEBU CITY, Philippines – The Humanitarian Legal Assistance Foundation, Inc. Jail Decongestion Regions utilized the regular jail visits to be an avenue to gather information to be submitted and reported at the Local Justice Sector Council meeting on July 28, 2017.
Through the help of interns and student volunteers, HLAF Jail Decongestion Program Manager for Regions, Atty. Mary Catherine Alvarez, conducted jail visit on Cebu City Jail Female Dorm last July 7 and on Mandaue City Jail Female Dorm last July 12 to discuss the access to justice issues of the detainees to Paralegal Aides. Also, on the jail visit at Cebu City Jail Female Dorm, Jail Paralegal Officer Rowie Kinkito and Jail Paralegal Officer Malou Badoy at Mandaue City Jail Female Dorm is present during the discussion.
The access to justice issues raised by detainees range from delays in arraignment and other proceedings, frequent postponements of hearings and lack of judges in some courts.
The discussion of the access to justice issues will be relayed to other Paralegal Aides through series of jail visits next week.
