Last May 31, 2017, HLAF Cebu and the Bureau of Jail Management and Penology Regional Office 7 for Central Visayas jointly held a Paralegal Updates Seminar for Jail Paralegal Officers of Cebu, Bohol and Siquijor.
About thirty jail paralegal officers attended the mentoring and updating session which provided discussions on the Philippine Legal System; the UN Rules on Detention popularly referred to as the Mandela Rules, the Bangkok Rules on Women in Detention, as well as introduction to criminal law, criminal procedure and modes of releases. Aside from HLAF Cebu’s Jail Decongestion Officer, Mary Catherine Alvarez, the different topics were also discussed by law interns from the University of San Carlos and University of Cebu. The jail paralegal officers also had the opportunity to share their pressing issues and concerns especially on the rights of detainees to access to justice.
