The Humanitarian Legal Assistance Foundation (HLAF) met with the City Social Welfare and Development Office (CSWDO) of Batangas City to discuss possible areas of collaboration on child rights promotion and protection for the year. The engagement forms part of HLAF’s continuing efforts to strengthen partnerships with local government units in advancing rights-based, child-centered, and community-driven interventions.
The discussion centered on aligning the respective programs of HLAF and the CSWDO and identifying opportunities to collaborate in strengthening child protection mechanisms and advancing rights-based services at the local level. In particular, the meeting focused on enhancing coordination in the implementation of child protection laws and policies, including those related to children in conflict with the law (CICL), child abuse prevention, and community-based protective systems.
Moreover, the meeting highlighted the importance of conducting orientations and capacity-building activities for Barangay Councils for the Protection of Children (BCPCs), as well as reinforcing local mechanisms that safeguard children, especially those in vulnerable situations, including children at risk of abuse, neglect, and exploitation. Both parties emphasized the need for sustained education, monitoring, and coordination at the barangay level to ensure that child protection structures remain responsive and effective.
“We see strong potential for collaboration with HLAF, particularly in strengthening the capacities of barangay-level child protection mechanisms and promoting a rights-based approach in handling child welfare cases,” said Hiyasmin A. Candava, RSW, Department Head of the City Social Welfare and Development Office of Batangas City. “Partnerships such as this help ensure that children’s rights are protected not only in policy but in practice, within our communities.”
HLAF likewise underscored the importance of working closely with local social welfare offices to bridge legal frameworks and frontline service delivery. “Local government units play a critical role in child protection, and meaningful collaboration allows us to support systems that are already in place while strengthening their capacity to respond to complex child rights concerns,” shared Atty. Loi Villarin of HLAF. “The shared goal is to ensure that children are protected, heard, and supported through humane and rights-based processes.”
As next steps, HLAF and the Batangas City CSWDO agreed to further explore joint activities, including BCPC orientations, child rights education sessions, and possible technical support initiatives aimed at strengthening local child protection systems. Future coordination meetings will be conducted to identify priority areas and align implementation plans for the year.
The meeting, held on January 27, 2026, was attended by City Social Welfare and Development Office Department Head Hiyasmin A. Candava, RSW, together with Assistant Head Charity C. Nuñez, RSW, and Social Welfare Officers Ms. Lilibeth Cueto, RSW, Ms. Arra Joy Castillo, RSW, and Ms. Bernadeth Frane, RSW. Representing HLAF were Atty. Loi Villarin, Emy Torrefiel, and Melvin Nunez.
