The Philippine National Police (PNP) and the Humanitarian Legal Assistance Foundation, Inc. (HLAF) formally strengthened their partnership through the signing of a Memorandum of Understanding (MOU) on January 20, 2026, at the PNP Star Officers’ Lounge, National Headquarters Building, Camp BGen Rafael T. Crame, Quezon City.
The MOU establishes a framework for cooperation between the PNP and HLAF in promoting and protecting the rights of Persons Under Police Custody (PUPC), reaffirming both institutions’ commitment to upholding human dignity, due process, and access to justice in accordance with national laws and international human rights standards.
The Philippine National Police – Human Rights Affairs Office emphasized that the agreement reflects the organization’s continuing efforts to strengthen rights-based policing. “This partnership underscores the Philippine National Police’s commitment to ensuring that human rights are fully respected within our custodial facilities,” the official said. “Through collaboration with HLAF, we aim to further enhance education, policy support, and operational practices that promote humane treatment and uphold the rule of law.”
Under the MOU, the PNP and HLAF will coordinate education and advocacy initiatives for police personnel and relevant stakeholders, provide policy and technical support to improve custodial practices, and strengthen collaboration to help expedite case handling. The agreement also promotes a human rights–based approach to access to justice, recognizing the importance of safeguarding the rights of individuals at every stage of police custody.
HLAF Executive Director Atty. Aubree Sadural said that the partnership represents a significant step in advancing constructive engagement between civil society and law enforcement institutions. “This MOU reflects our shared belief that protecting human rights in custodial settings requires collaboration, trust, and sustained dialogue,” an HLAF official said. “We value this partnership with the PNP as an opportunity to support humane treatment, strengthen safeguards, and contribute to a justice system that is fair, accountable, and responsive to the needs of those under custody.”
Both institutions acknowledged that inter-agency and civil society partnerships play a critical role in addressing human rights concerns and improving custodial conditions. By combining the PNP’s mandate in law enforcement with HLAF’s expertise in legal assistance, human rights advocacy, and capacity building, the partnership seeks to contribute to more transparent, accountable, and rights-responsive policing practices.
The signing of the MOU marks a significant milestone in reinforcing the shared responsibility for protecting human rights in police custody. Moving forward, the PNP and HLAF will work closely to operationalize the agreement through joint activities, capacity-building initiatives, and policy dialogues, ensuring that the rights, dignity, and welfare of persons under police custody remain at the center of custodial and justice processes.
