PARAÑAQUE CITY HALL- The Humanitarian Legal Assistance Foundation, Inc. (HLAF) facilitated the training on capacity building of youth homes staff from Parañaque, Las Piñas, and Muntinlupa. The training on capacity building of youth homes staff focuses on handling children-at-risk (CAR) and children-in-conflict-with-the-law cases (CICL) last Nov. 24-27 at Conference Rm.1, New Legislative Bldg.
The training program for youth home staff was administered by HLAF to be able to give information on how to handle a CICL and CAR. Also, to hear the voices of the CICL and CAR about their personal opinion in order to deepen the understanding of the youth home staff to the CICL and CAR.
The training program consisted of thirteen topics about Juvenile Justice and Welfare Act. The topics were on (1) United Nations Convention on the Rights of the Child (UN-CRC), (2) Case Management of CAR, (3) Child Protection Law, (4) Child Development, (5) Basic Legal Concept, (6) Essential Skills in Handling Children, (7) Psychodynamics of Children-At-Risk, (8) Handling Children-at-Risk (followed by the workshop case simulation in handling car cases), (9) Handling Children in Conflict with the Law, (10) Psychodynamics of CICL, (11) discussion on Diversion and Diversion Proceedings, (12) Restorative Justice and Restorative Justice Conferencing (with workshop case simulation in handling cicl cases), (13) Self-care and Stress Management of Care Providers. In addition, the training program had workshops on helping plan formulation for Children in Conflict with the Law.

The resource speakers of the Youth Home training were HLAF Executive Director, Atty. Rommel Alim Abitria, HLAF Program Officer, Atty. Kristoffer Claudio, HLAF Senior Social Worker, Mr. Luis Singgangan, RSW, HLAF Senior Community organizer, Ms. Claudette Almadin, RSW and HLAF Community Organizer, Mr. Kio Jerome dela Peña.
According to HLAF’s Program Officer, Atty. Kristoffer Claudio, the main objective of HLAF in conducting the training program was to increase the capacity of the youth home staff in handling the cases of the children-in –conflict-with-the-law and children-at-risk. Also to give awareness for the youth home staff about the life experiences of the children inside the Bahay Pag- asa and the life of the children even before they went to the institution.

“Definitely the training can help the participants in handling the children because so far the house parents have no training so since they have no training, they don’t have any legal background, they don’t have any skills in managing the cases so in orienting them, in providing them or giving them skills we are assuming that the training will help them manage the cases together with the other professionals.” said Atty. Claudio as he was asked about how can the HLAF’s training program be beneficial to the participants.

“The training program was okay… it is very informative and the HLAF’s management team meets the objectives of the training. As a psychologist of Bahay Pag-Asa Parañaque, the training was so beneficial to me because before I entered the training I have no sufficient knowledge about the Juvenile Justice and Welfare Act however; during the training they have discussed the Psychodynamics, laws (RA 9344). I am now familiar with it and I can use it to benefit others.” (Okay naman po yung training… it is very informative naman po nameet naman po ang mga objectives nung training. Bilang ako po ay isang psychologist ng Bahay Pag-Asa sa Parañaque , makakatulong po yung training na Ito sa akin dahil bago po ako pumasok sa training na ito wala po ako gaanong alam sa Juvenile Justice and Welfare Act pero habang dinidiscuss nila yung mga Psychodynamics, laws (RA 9344). Ngayon pamilyar na ako sa mga iyon at magagamit ko na ito upang makatulong sa iba.) said Mary Louise Aldecimo, psychologist of CSWDO Parañaque and Bahay Pag-Asa Parañaque City.

“The training is a huge help for us especially in the local government unit because like me, I am handling children–at-risk wherein I can use all of the discussed topics in the training as a social worker. It can help us distinguish the different attitudes and behaviors of the children and how I can give them different programs. If there is no training then the minds of the social worker will not be enhance. This is the reality of being a social worker in handling CAR and CICL.” ( Yung training ay malaiking tulong sa amin lalo na sa Local Government Unit kasi tulad sa akin na ang hinahawakan ko ay Children-at –Risk na kung saan lahat ng diniscuss doon sa training ay ginagamit natin bilang social worker. Makakatulong ito sa pang distinguish ng iba’t ibang attitudes at behaviors ng bata kung paano natin sila bibigyan ng iba’t ibang programa. Kung wala ang mga trainings and mga kaisipan ng mga social worker ay hindi na ma enhance.
