According to the previously interviewed PDLs Beneficiaries from the Cebu City Jail Female Dormitory, the Paralegal Training that the Humanitarian Legal Assistance Foundation (HLAF) conducted benefited in such various them. Indeed, it became a way to allow them to call for reinvestigation for their particular cases with legal grounds.
There was a case wherein a specific PDL Beneficiary case was delayed for the past few years; her recent hearing was done last October 2018. Four years had already passed, and now and then, she tried to request a follow-up. However, it was always rescheduled, not until the Paralegal Training existed, in which the PDLs learned what their rights are, what actions could be taken regarding their ongoing cases, and what steps needed to be taken for them to be finally released out of jail. Hence, for them, participating in Paralegal Training was a giant leap of faith, without knowing what the outcome might be – but in the end, it was worthwhile. Furthermore, they expressed in the previous interview how appeased and overjoyed they were, as someone like HLAF was willing to lend their hand and help the PDLs. Who eventually found a solution to make their cases move forward again after they were delayed for several months or years.
As a student in the field of Political Science, this inevitable situation disheartens me as it portrays the everyday life of the PDLs behind bars – excruciating, inequality, and hopelessness. I know that they are convicted for the crimes they have previously committed. Nevertheless, we must remember that they are just humans – who must be humanely treated as they still possess the basic rights of the accused despite being imprisoned as per the 1987 Philippine Constitution, and not socially excluded. Honestly, they deserve another second chance; individuals who believe that PDLs can change for the better. All along, the HLAF was there to give them a second opportunity they are worthy of – extending the presence of hope behind bars and giving the PDLs a reason not to abandon themselves yet as the probability of being released from prison has stood still. Indeed, the HLAF’s Paralegal Training saves the day.
